I don't think that Tarzan would do that:

The Houseing,airport security, Diamonds, Gold, wash plant, Dredges, Solar, joint ventures, PR company, the list goes on with this Scam. They have nothing but story telling. Is Tarzan next to join with Dredge to show him where the gold and diamonds are.

But I share your incredulity about the lack of focus on a core goal.
