It would be a waste for them to R/S on just 1 billion shares, which is relatively low compared to other OTC stocks. They'll increase their A/S before they attempt a R/S and keep the shares flowing out.
An A/S increase is less scary than a R/S and less people will panic sell.
They really should've done a PR though. It would make them appear more transparent, which is what they need now.
