Anyone know if a company has to give a at least a 10 day notice of the ex dividend date?

The company has to give a ten day notice of its wish to do a corporate action. They can set the record date, but the ex date is set by FINRA.

If they don't give ten days' notice, they'll have to pay a higher fee.
