No one can say for sure as we are waiting on the SEC. Just know that the record date is the following business day after the effective statement and that a trade(s) takes 3 days to settle and officially be on "Record"

Here's an example

If I buy on a Tuesday the trade is settled on Friday so record day being wed-thurs would be no good as I wouldn't be on record.
