They ccannot revcerse split or do a merger.
They were suspended by the SEC. FINRA will not approve corporate actions like R/S for companies under investigation and that have evidence of securities fraud, which you can read in the supension order.

For SKTO, they can't do much of anything becaause they decided not to file finacials and provided no notice of late filing.

Both AEGY and SKTO are basically dead tickers.
