An observation about the Phase 3 section:

March 3 - Submit Emergency Evacuation and Ditching Plan
March 3 - Submit Proving-Test Plan
March 3 - Generate Proving-Test Operation Specifications

April 5 - Table top Exercise
April 14 - Evacuation/Ditching Demonstration
(April 20 - May 3) - Proving Tests / Runs

All Planning occurred in March, while the Execution of the Events themselves actually occur in April. Therefore, it is reasonable to assume BLTA has already completed Planning for Phase 3, now only has to Execute Phase 3.
