There are two ways to go with your problem. Use a brass bolt and nut or use a stainless steel bolt and nut. Whatever why you go, use a silicon lub.

There have over the years been closet bolts made of materials that were cheap and certain to become a problem. But, not a problem to the person that sold it. They made their profit and slinked away to enjoy it. People like you are suffering the consequence of their behavior.
