It seems the Import-Export Bank of China committment has been available for a few weeks now, but the DOE piece is still needed to complete the whole financing package.
I don't know what is possible without the "DOE piece" but I would guess that piece is like the white queen missing from a chess set. Would be a bit hard for white to win with such a set. My guess is the piece ain't gonna be found but it is just a guess.
For the record, a letter of intent is no commitment and investors would be well advised to view such letters as little more than a basis for learning of interest.
