3rd party promotions were created by promoters and principles of scam companies to give the illusion that a scam criminal CEO/CFO etc are not paying for stock tout promotions. In reality, most of the time the 3rd party is a creation of that scam company itself. Criminal scam CEO's will create another shell and use that as the third party.

The joke is it's supposed to look 'arms length' from these scammers.

Doesn't fool anyone. The pay is varied and probably mostly made up as well. The criminal scammer Ceo can write off these 'costs' on taxes, that's if they pay taxes to the US. Most of these crooks funds are probably off shore and pay token taxes to keep feds off their crooked asses.
