Mu guess is that they have started testing in house. That testing is probably to determine if the synthesis for the newly designed ligands actually produced what they were trying to make. If that is the case it is unlikely that they are doing anything on the contract testing front except maybe asking for availability windows from the testing labs.

It would be foolish to contract for testing until they have confirmed that they have produced something that they want to actually test.

That assumes that the synthesis actually produced what they wanted.
