The 10K filed in April references the India bid and at the time they stated the successful vendor will receive an order from the government by approximately the end of May 2014.

Reading through the latest S-1a seems like the time lines quoted are up to date. Whatever is happening in India, WM has not included India in it's list of countries expected to roll products out in.
