There are 2 types of chills. Global Chill that will stop total trading and there is local chill which mean you as a member of the public cannot deposit stock into DTC. If you have a trading account you can buy the stock. That may explain why the only people trading for awhile were equity firms and market makers trading back and forth. It explain why there has been no public retail.

I will ask ETrade, please ask your broker . There is no way the company will tell me that for nothing.
