This is not difficult, there wasnt an issue to locate shares or MMs not wanting to complete transactions as it was falsely applied. At market open yesterday OTC Link the centralized marketplace had some issues, many brokers were not showing up in the system so a lot of orders were not showing along with incorrect display of size in some cases. OTC Markets opened and closed OTC Link a couple of times trying to resolve the issue.

This was all put out to the public via their twitter account, FINRA stepped in at 11:05 and just shut it all down until they could fix the issue and test it. So no kidding it took 29 minutes to process a single order here at 10am because OTC Link wasnt accepting quotation at that time, they temporarily opened it back up to quotation at 10:25 only to shut it down again 10 minutes later. FINRA shut it down at 11:05 and then at 1pm it was opened back up after they resolved the issue.
