It's possible that he was being a little sarcastic and didn't feel an explanation was necessary. After all, the "waiting" strategy has been employed unsuccessfully since June 16th 2009 when the investing public was told "310 Holdings Inc. Commences Operations With Plastic2Oil Processor".
People who invested at that point waited for 5 years only to find out that not only didn't operations commence in June of 2009, but that as of 2014 operations were apparently not worthy of the effort required and were basically being abandoned in favor of something else to wait for....that being a company (or companies) willing to plunk down a significant sum for the opportunity to pick up the failed process where this company left off.
There have been a couple of dozen things offered up by the company to wait for since Deception #1 and those who waited for ANY of those things to bear fruit are still waiting. That's probably the "Perfect" part of what he meant by the "Perfect investment strategy". It would be hard to find another company with such consistent results.
