There is no bid/ask as you know and that applies to ALL. What can happen is this:

Sometimes a broker will tell a buyer or seller what the "bid" is. This bid is NOT a true bid as we know. It is simply the "bid" of their clients.

For instance if I ask Scottrade what the PHOT bid is they may say .043. All this means is that the highest open order within Scottrade is at .043. They never know what the rest of the worlds orders are for.

Hope this clarifies the bid/ask scenario you presented...

Who handles the transactions for these shares. Supposedly you can't have a BID/ASK ;but it appears that someone has been buy/selling
large blocks of shares -1 million at a time . These large blocks may be the people who bought Scott's shares at a low price or
a broker is getting an ask price despite the average person not being able to buy/sell that way . Would like to know if this is and who is manipulating .
