Having grown up in Detroit and moved long ago, I still follow what is going on there. Obviously, a city in BK and despair. But the city will sell you a house for $1, as long as you promise to pay the property taxes on a go forward basis.

Obviously, the homes are in bad shape and less than desirable areas. This may be what PRDL is doing in PA. Although, not doing it profitably based on the most recent example.
