My guess:
They sold a lot of cheap shares that they haven't told people about.
further speculation:
the sale is in October so it wont show up in the next 10-Q in any blatant form
just in the total shares OS.(trade volume increased 1 OCT)

WAG: The shares were in exchange for debt. The last exchange took place at $0.001/share.
Will we ever know who got them? We should, it is over 10%.

NB: The figures do not agree with what has been filed.

What the site says: 83,655,053 shares

Viking has not been too good at explaining the changes in stock OS previously and they seem to have not changed. Maybe the "muddy water technique"?
