1. The purpose of Modification P00002 is to authorize DLA Land and Maritime-Columbus the ability to issue delivery orders under this

2. The basic contract is a multiple award Indefinite Delivery-Indefinite Quantity with two qualified producers-Miller-Holzwarth,
Inc.(W52H09-09-D-0127) and Optex Systems, Inc.(W52H09-09-D-0128). All future awards must be competed between the two companies under the
Fair Opportunity Act. The solicitation and subsequent contract language requires that future awards use a Best Value tradeoff analysis
between price, past performance and delivery schedule. See sample letters and Section M of the solicitation.
3. All future requirements for the M45 Periscope under CLIN 0005 and the Tall Com Periscope under CLIN 0007 will continue to be placed
by TACOM Contracting Center-Rock Island since management of these items remains there.
4. The following organization may issue delivery orders to the contractor for the supplies listed in Section B of the basic contract.
Delivery orders may be issued manually or electronically. Regardless of the organization administering the basic contract, each
organization will issue and administer its own delivery orders.

5. The pay code will be identified on each order.
6. The basic contract does not specify a maximum contract quantity, so there is no cap on the total number of periscopes that can be
ordered under this contract



Looks to me as OPXS is the only supplier of the 1st 6 Periscopes, 3 Periscopes on Maritime and 3 on Land, either way OPXS is sole source, as for the other 2 Periscope listed OPXS is still able to Quote when Bids are asked for, as for Main part NSN# 1240013198995 OPXS has received another Contract of $3,276,112.50 on Aug 20 2014 https://dibbs2.bsm.dla.mil/Downloads/Awards/20AUG14/SPE7MX14D0100.PDF
