Wonder who that good citizen was? No matter, by Joel taking the MSHA class, he is admitting that it is necessary or he wouldn't have wasted three mind-numbingly tedious days sitting through an on-line class. He is also admitting that he mined for months, without legally having the certification. If not for a responsible citizen reporting the violation, Joel would still be insisting MSHA certification is not necessary.

Am I right?
