He was just stating king. Theres no doubt this year volume is insanely higher.

a) yes, purchasing 28B shares was sarcasm.
b) actually the volume wasn't very high for a P&D. Typical P&Ds can generate volumes up to 100% of the OS, sometimes even higher.
c) There's no way to know what % of the OS was actually traded because there is no updated reliable source on the current OS. It could be anything from 30B to 100B.
