It is very complicated but a simple version is that the indicator will move down if the close is on the lower half of the high/low of the day, it will move up if the close is on the upper half of the high/low of the day. That is if you are looking at the daily oscillator.

It is basically pointing out buying or selling pressure. Based on the movement of the day and the closing PPS.
