I can't understand why they are still pumping INCC when the shares were reduced to 2 billion and allegedly as of 9/2 the Shares Outstanding was 1,733,756,425. They should be gone by now.

Will they announce all the great deals are good to go but the financing fell through and now they need to increase the A/S?
