Have been thinking since your earlier alerts that these puts might be related to the general market, or as a hedge for an institution.

Guessing as usual.
1)perhaps they think the general market is heading down for a correction and everyone goes with it.

2)Being used as insurance

3)Some may think strongly a decision isn't likely by the 17th and they can get it that much lower to make a profit, or thinking its too high now.
