Yes, but it's the difference between (1) once satisfied there will be loan -- not the case here -- and (2) once satisfied it's still at the bank's discretion whether or not to make the loan -- the case here. By saying, as it has, that it has conditional financing, SWET's suggesting the former when it's the latter.
