John Bourque "must not be very confident in his appeal as he now is resorting to delay tactics."

I agree, its as if John Bourque has arrived at the conclusion that the past behavior towards him by the court will not get him an early release, with the guilty charge being reversed. If so, all he can do is as you mentioned, more of the same, as if a tipping point is reached placing himself to obtain what he wants.

This board will be quite quiet until 2017.
