First of all, I can't speak for all shareholders but I bet most shareholders would be content with the $$ the company derives from re-sale, consulting and management fees at this point. The ownership issue will only result in destroying cash flow for the first several years of operation (my opinion). In addition, Solomon is no spring chicken and there's a good chance he won't be around to see the completion of the MF in its entirety (10 years) either through retirement or health reasons. It's the shareholders who deserve to see some dividends at this stage of operations.
