Don't know how old this is but it appears that ERHC Energy/Cepsa/Kenya have requisitioned Earthview Consultants Limited to do an EIA (Environmental Impact Study) since Block 11A in Kenya is listed.

If this study occurred after CEPSA joined on, that kinda indicates that CEPSA is moving forward.

Note in the legend it says ERHC but not CEPSA...so this may be pre-Cepsa.
