Carter and Ali can issue stock to themselves. It is ludicrous to believe that:
Here are just two reasons why believing that quoted statement to be true is ludicrous: 1. REVO is a Nevada corporation, and directors of Nevada corporations can authorize and issue shares at will. It's one reason why REVO was removed from North Carolina to Nevada. And 2. Solomon Ali has effective control over the authorizing and issuance of shares, because no shares can be authorized without the approval of his company, Rainco.

They can take stock from REVO for whatever reason they desire. Nobody else, particularly REVO shareholders, has any say in the matter.
Here's an entry from page 14 of the REVO 10-Q for Q2 which adds insult to injury:
The directors (Ali and Carter) should have no difficulty approving a recommendation from the management (Carter and Ali). And Rainco (Ali) is equally certain to approve it. But none of these approvals will be done for their personal gain... http://www.otcmarkets.com/edgar/GetFilingHtml?FilingID=10182329
