Yes they are. Private settlement through an alternative trading system is how hey are hiding their short interest.

They are shorting through VFIN currently, then in a non-tape non-reported transaction, they are privately settling the naked short interest position.

All of the collusion is transparent and documented. The timing of when VFIN shows up to short and when VFIN's dedicated personnel to to work has been documented on a number of heavily shorted and manipulated OTC securities.
