Certainly Gsat can construct their own ground stations, they are currently upgrading some of the existing 25 region by region. Both Hughes and Oceus(formerly Ericsson) are in the process now , but it is costly with these contracts in the tens of $Millions. Gsat has been in the process over the past few years of buying back ground stations or at least having a part ownership interest like in Nigeria and South Korea. However others like the 3 in Russia and the 3 in Australia are privately owned by Globaltel and Pivotel respectively, and are not as profitable to Gsat.
Would be shocked to see any of their competitors aid Gsat in any way, however if there was any partnership my guess would be with Thuraya as it is the smallest ,imo.
If WSGI/Gtc still has the rumored deal , or connections for a deal for a ground station Gsat is more than likely still interested at this moment in time,imo. Gsat isn't cash flush and has to spend to ramp up sales in other Global markets and to upgrade current ground stations as mentioned above.
However the clock is ticking on this also. If Gsat does get approval from the Fcc to use its spectrum for a wifi like ground network, they will be looking at big deals with large companies. This could, should imo, mean large cash deals to Gsat which probably would solve Gsats expansion problems without help from others.
