what is the alternative?

litigate against and license the module maker!

I was just suggesting that the practice lends itself to the troll moniker

the unlicensed ones that come to mind….

Huawei (in process with arbitration)
LG
Novatel (are they really licensed for modules?)
Nvidia
Option
Quectel
SIMCom
Telit
ZTE (in litigation)
Ericsson
Systech
Foxconn (under multiple names)
Franklin Wireless
