This implies:
- mapping the area first
- getting samples and analyse
- investigate your options
- plan your drilling equipment
- plan your distribution channels
- arrange funding to finance all above
Without technical details a permit will not be granted. According to latest info, mapping has not even started yet.
GRPR has no clue what is in the ground, if there is any oil, and -very important- if the oil is recoverable (big chance it is not, considering the bad outlook and 96% downgrade as provided by EIA).
There was not even one hint at this Santa Rosa funding joke in their latest quarterly, so I consider that as a P&D attempt from the company.
A permit is still lightyears away. If it will ever come.
