Correct me if I'm wrong, but don't company executives sell insider shares to reinvest in the company? Isn't this the very foundation of the stock market?

Company issues shares to Underwriters, who then sell those shares to the public, to generate capital for company, an IPO. As said company spends that capital to grow a business, uh oh, how do we get more money?? One, issue new shares, or two, sell insider shares and put back into growing business.

I don't understand why people are so up in arms about a CEO selling shares, this has been happening since the inception of the stock market, it's the very foundation of the markets. I'm sorry you're gonna have to come with more evidence than a few paraphrased articles and unsubstantial claims to convince me and others this is a scam.
