Microsoft has not teamed-up.

Microsoft only gets money from Hop-On if Hop-On manufactures or distributes a Hop-On phone.

The license that Microsoft granted is not one that allows Hop-On to be a patent troll. They have to actually produce something or distribute a device covered underthe IP agreement.
They have shown they cannot do either.
