This freshly published article makes me to think about the real point where creditors will write down losses.
It same as if you own a company and you need to keep eye on everything around, finances, HR, etc..
So if you involve private sector they will watch their money in order don't to run out of business. It will actually help to prevent the future bailouts and collapse.
