Does this mean the "average Joe" can buy these shares for $1 in September? If not, what is the affect of this in the month of September and shortly after, regarding the pps?

Would you say the selling of these restricted shares to be a "good thing" or a "bad thing"? I mean, this isn't the classic model of a "wash n rinse" scenario is it?
