you hit the nail on the head. The FAA is an excuse.

Baltia has to PASS that means that the requirements of each phase. have to be met.(they have to do the work)

I do not think BALTIA has yet assembled and produced all the proper manuals that are required.

it is obious that the team Igor has assembled
lack proceedural talent to address the goverment requirements for a start up airline.

Its not the FAA that is the problem it is BALTIA .

Maybe KALITA can help the Baltia team get over the hump.
