DrKaz: You are ignoring that Dr. Seymour did make a public statement about when they would be conducting BASI testing. The question is how could he make such a statement before, and be so completely wrong? If he did know how much was needed and how much they could produce, he would have hit his deadline (especially since he gave himself a 2-3 month window).
