I was curious about this too and discussed with Mr. Marble. He said that Pinksheets only requires an attorney letter for Yearly filings, not quarterly for a pinkie now. They apparently changed their rules 2 years ago. You can call the SEC attorney to verify this information or I will tomorrow and report back.
