I want world leaders to recognize the benefits of HEMP biomass too. States that loose due to coal restrictions under this "treaty" could win in producing HEMP biomass at three to four crops per year.

I do not like going around congress. On the other hand grid lock is not cutting it either. IMO the founding fathers should have put term limits on congress.
