Sadly, the focus of Heffernan's fraud boils down to the statute of limitations? Ask one of the people defrauded if there should be a limitation set on receiving justice and I doubt one would agree.
Heffernan has been pretty visible of his whereabouts for as far as I can remember
As to bringing him to justice, I'd have to see if there's an extradition treaty with Thailand for white collar crimes. Maybe that's why he fled there.
Clearly, at least in my mind, no quarter should be given to Heffernan for all the damage he's brought on people. It shouldn't matter if it's "par for the course" here in Pinkyland.
