Fear
Desperation
Economically "nothing to loose" mentality
High crime rates in black communities because...
Little risk by shooter to black target
Devalued human life - dead is OK
Justice system supports high unequal consequences to black crime so black folks are "runners"
Historic racist patterns replayed by factions within almost all police forces...no matter where
