Boo, I think you are sadly confused if you think that MC or V give a seconds thought to SMME.

They are large enough to absorb any loss from fraud, and still make billions.

Secondly, can you point to any article that says the consumer will be liable for the fraudulent use of their card, provide the url. Everything I have read indicates it will be the 'merchant' who will be liable if they don't move to the newer tech of the 'chip' cards that MC & V are currently rolling out.

That means, the merchant has to purchase the new type of card reader, that allows the card user to insert the chip card, instead of the old mag swipe readers.
