It sure is.

Another possibility is that the OEM/OED's that sell into China are telling them they need 64 bit octa-core chips to compete/differentiate themselves in the premium segment. So..at that point..you can either argue with the customer (and let MediaTek get the design win)..or give them the best octa-core chip you can.....which in this instance meant using an off-the-shelf ARM solution for the AP.
