They could do it if they were going to lease the space instead of buy it. I could see the building structure itself being done as a spec such as the large warehouse structure in Banning, however, it would take some kind of faith on the building owner's part to do an interior buildout w/o a signed lease. On the other hand, depending on the timing a building could be under construction as a spec with final buildout subject to a future signed lease. It would take an aggressive developer to do it on a letter of intent. Not likely.

More likely, something in the planning and design phase pending something becoming final.
