Why would the treasury have to run the show when this is about the FHFA?

The treasury is not involved in this case as a defendant so far as I am aware, and while documents of the treasury and FHFA hand shaking would be ideal, and there are a few public documents that suggest this already, why would that be actually required in the discovery process?

From my review of the discovery documents it was indicative that the discovery was to determine if the FHFA is acting as a government agency in its decisions, not that it was manipulated by a(nother) government entity in it's actions.

If the goal was to determine that the Treasury was behind it all, then quite frankly, the logical assumption would be then to launch lawsuits against the treasury - NOT the FHFA.
