The dirty little street secret of a reverse split is that while the action brings the outstanding count down, the company bylaws usually get revised to allow the number of authorized shares to remain the same. This creates a huge imbalance after the rs that was never intended in original corporate plan, and it leaves massive amounts of shares to sell at cheap prices that translates into massive dilution for shareholders. BUT it's a forever paycheck for management as they drift through the years selling here and there to pay for their salaries and bonuses. The real reason for a reverse split.
