Not necessarily. To stay under the radar many crooked CEO's, and I am not calling Ed crooked by any means here just explaining situations, issue themselves shares at an extremely low price and sell those shares into the market. Sometime using others to sell the shares so they don;t need to file an 8k. This allows for steady income along with flying under the radar.
