Since they haven't released audited and signed financial statements, they can claim most anything if the feds looked at them. Audited financial statements are a verifiable legal statement and by not filing, the gpsi scam crowd gets to continue to play this.
I stated before that probably someday, the counties and cities that contracted with gpsi will get burned too. Possibly by them under reporting funds collected and when the heat gets too close, skip town. Maybe file bankruptcy and leave the "customer" holding the bag, an empty bag. Since they lack ethics, I'm sure they know of other ways to scam the customer too. Could be next week or next year.
Maybe they will "get religion" and do the right thing. Maybe 12-25-14 a little fat guy will slide down your chimney.
Nice thing about being retired is not having to worry about a work week. Fortunately my retirement was not hinged on gpsi and it wasn't hurt by them either. Sorry ellie mae, I knew that's what you wanted. Tomorrow I head from southern UT to WY. Life is good especially when viewed through the handlebars of a good Harley.
