You were making some interesting points until you posted that worthless link. Short INTEREST is all that matters, not what the 'otcshortreport' publishes--which is intra-day MM paper shuffling....and they all usually cover by the end of the trading session.

That site is the most oft-quoted and erroneously understood thing posted on ihub. Here you can scroll down...type in AMEL in the field and see the short interest: Well your LINK seems to be out of date to anyone trading within a year period....
